Project Overview:
Huff Construction invites qualified subcontractors and suppliers to submit bids for the Pacific Ave Senior Housing project, a 4-story, 79-unit affordable rental apartment building in Livermore, CA. The development includes 86 parking spaces, landscaping, and various site improvements on a currently vacant, city-owned property.
Trade Categories Needed:
- Site clearing, grading, paving, and utilities
- Concrete, masonry, structural steel, and rough carpentry
- Roofing, waterproofing, insulation, and sheet metal
- Windows, doors, storefronts, and glazing
- Interior finishes including drywall, flooring, and painting
- Fire sprinklers, HVAC, plumbing, and electrical
- Elevators, appliances, signage, and final site cleanup

Compliance & Hiring Requirements:
- Prevailing Wage Compliance:
- Must adhere to State (California DIR) and Federal (Davis-Bacon Act) prevailing wage rates.
- Current federal wage decision: CA20240019, Mod 20, published 10/18/2024.
- Outreach & Hiring Requirements:
- Measure A1: Contractors must prioritize hiring Alameda County residents and disadvantaged workers.
- HUD Section 3 & MBE/WBE Compliance: Bidders must fulfill Minority/Women-Owned Business (MBE/WBE) and HUD Section 3 outreach and hiring obligations.
- Certified Payroll & Reporting: Weekly certified payroll and local hire outreach must be submitted via Elation Systems.
